Senate ratifies bicam report on positive discipline of children

MANILA – The Senate on Monday ratified the bicameral conference committee report on a measure promoting positive and nonviolent discipline of children.

The reconciled bill of the House and the Senate seeks to protect children from all forms of physical and mental abuse, injury, maltreatment or exploitation, as they are used in the context of discipline.

“It recognizes and upholds the right of children as human beings to equal protection of the law,” Senator Risa Hontiveros said in her sponsorship speech.

“It promotes positive and nonviolent discipline of children at home, in schools, in workplaces, and alternative care systems by encouraging behavior change in adults which shall be complemented with the necessary structural support such as social programs that will provide necessary support for the child, parents, and other child caregivers,” she added.

A 2011 Pulse Asia survey showed that 66 percent or 2 in 3 parents discipline their children through corporal punishment.

Hontiveros said a study conducted by De la Cruz, Protacio, Balanon, et al., also showed corporal punishment eroded parent-child relationships because children viewed their parents as givers of pain and led them to mistrust and avoid their parents.
